Sevatec, Inc. is seeking a talented Instructional Systems Designer (ISD) to add to their dynamic onsite team in Washington, DC supporting a Federal Government contract. The ISD candidate will support the Strategic Learning and Development Engagement (SLDE) group, Department of Homeland Security (DHS). In this capacity, the candidate will be flexible and able to prioritize tasks to ensure client needs are achieved.



  • Provide technical expertise and management for standards and process development across the DHS enterprise level.
  • Provide content administration to support evaluation, configuration, functional and compliance testing, troubleshooting, and release management across a Learning Management System (LMS) for enterprise learning content
  • Support all phases of the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) process for courseware and learning solutions development.
  • Provide troubleshooting, issues resolution, and development support for DHS courseware.
  • Perform and document functional and compliance testing for enterprise content on a Learning Management System (LMS)
  • Coordinate with DHS Components to resolve issues with enterprise content.
  1. Identify DHS online course materials that need revision/updates and recommend appropriate remedial action.
  2. Develop in-house training components upon request.
  • Provide consulting and technical support for DHS enterprise content courseware.
  • Develop 508, SCORM and AICC compliant online courses.
  • Provide consultative support to content owners as needed in developing remediation plans to resolve Section 508 issues.
  • Manage, track, and report Section 508 application test results in the Accessibility Compliance Management System (ACMS).
  • Perform testing support of all courseware, other learning technologies, and content produced for LMS to ensure Section 508 compliance.
  • Coordinate with both the Office of Accessible Systems and Technology (OAST) and Learning Technology & Innovation (LTI) Division to support Section 508 accessibility testing for custom, commercial off-the-shelf (COTS), government off-the-shelf (GOTS), other learning technologies and content.

      As a Learning Management System (LMS) Online Content Administrator responsibilities include:

  • Execute full system life cycle support and documentation for Enterprise Human Resource Integration (EHRI) solution, including requirements, design, development, testing, and implementation.
  • Coordinate with DHS Components to extract and format EHRI data for reporting.
  • Support ongoing monthly EHRI reporting as needed.
  • Provide customer support to content owners with online courseware providing consultative support for LMS course functionality testing and guidance for courseware creators/vendors.


  • Bachelor’s degree required.
  • Minimum of 8-15 years’ professional experience in instructional systems design including developing and implementing standard ISD processes in multiple delivery types (synchronous and asynchronous, and web-based).
  • Proficiency in MS Suite.
  • Proficiency in 508 compliance and SCORM.
  • Ability to learn and follow the DHS Section 508 Application Test Process that is based on the interagency Harmonized Processes for Section 508 Testing: Baseline Tests for Software & Web Accessibility to test and evaluate courseware, other learning technologies, and content.
  • Proficiency and advanced skills in Adobe Captivate.
  • Proficiency and advanced skills in Articulate Storyline.
  • Working knowledge of LMS functions.
  • Working knowledge of HTML/HTML5, CSS, and Javascript
