Overview

Sevatec is seeking a talented Project Manager with strong Agile development experience to lead an IT systems modernization effort at a medium sized government agency.  The ideal candidate will have a track record of successfully leading Agile project management processes with a strong background in software development life cycle. Additionally, the ideal candidate will be a seasoned, mature and organizationally savvy leader with a broad understanding of technology's impact. Energetic and self-motivated, the ideal candidate will be of a value-driven & customer centric mindset. The successful candidate will be expected to manage 2-4 Agile teams of approximately 15 including developers, cyber security experts, UI/UX support, software engineers, scrum masters and business analysts.

Responsibilities

  • Oversee system engineering personnel with extensive IT development experience, especially as it relates to agile software development
  • Establish, implement, and refine low overhead, lean Agile processes. These processes shall integrate with the NFIP PMO, and shall include governance processes for continuous delivery and sustainment.
  • Use industry best-practices for Project Management including conducting routine communications with stakeholders through Executive Steering Groups, Integrated Project Teams, and Working Groups
  • Manage data architecture analysis, quality assessment, migration planning, staging, deployment, and integration.
  • Provide PMO support to include project/change management, financial/schedule management, stakeholder coordination, analytical support, business process re-engineering, and business architecture.
  • Provide support in strategic communications planning and the generation of communication-related materials; regular updates on its activities through documents, meetings, conference calls, and other collaboration.
  • Lead business process re-engineering, transformation strategies, business process modeling, business prototype framework, and user experience. Additionally, develop prototypes to inform the target solution using an Agile approach. These prototypes address high value opportunity areas that are major challenges in the As-Is environment.
  • Oversee data migration and analysis efforts
  • Support planning for hardware and software for five IT environments: development, test, staging, production and disaster recovery.
  • Manage software quality assurances personnel.

Qualifications

  • 10+ years leading large-scale, multi-application development teams using Agile
  • Experience managing projects greater than $20 million
  • FEMA and/or insurance industry experience strongly preferred
  • Experience in technical leadership.
  • Ability to rapidly prioritize competing requirements.
  • Ability to understand and simplify customer requirements.
  • Ability to communicate end user feedback to technical and design leads.
  • Strong communication skills.
  • Proven knowledge of industry standards

Security Clearance: Must be a US Citizen and able to obtain a DHS Suitability Clearance
