The Director, Capture Management is responsible for leading opportunities through the capture phase of the business development opportunity lifecycle. In this role, the candidate will partner with the Business Development team and own the leadership role in executing Sevatec’s Capture Management process for assigned qualified opportunities expected to result in delivering superior proposals to federal government clients and receiving contract awards.  Duties will involve managing the opportunity from qualification through proposal submission including delivering gate reviews, executing capture functions that improve win probability, collaboration with business development account manager, working across the company to align resources and activities, assisting in building relationships with key customers and partners, designing and executing a winning strategy. The Director, Capture Management serves as the primary focal point within Sevatec on all matters pertaining to Capture Management process. Capture efforts may be in support of Federal Civilian, National Security, or other federal markets and will encompass a wide range of contract vehicles.  Successful capture and proposal efforts are what deliver contracts for the firm, which means that you will be at the forefront of determining the company’s future growth and direction.


  • Accountable for every aspect of a pipeline opportunity from qualification through proposal submission, including facilitation with colleagues and other departments
  • Responsible for resource and investment decisions that impact pWin and ability to receive a contract award
  • Ensure effective development, communication and execution of win strategy (increase pWin)
  • Prior to proposal phase, the Director, Capture is executing the business development process
  • In proposal the Director, Capture works directly with prop manager, internal depts., and subs to ensure single-voice for strategy and ownership
  • Sevatec’s single voice for communication and critical decision making throughout process and proposal submission
  • Adhere to business development process including all Gate Review presentations and maintain responsibility for upkeep of capture data and opportunity status within the MS Dynamics pipeline management system
  • Ensure timely development of final win themes, win strategies, technical and management solutions, and differentiators
  • Ensure price to win (PTW) analysis is conducted and the PTW target is established
  • Work with Leadership to resource and support the technical and management solutions
  • Support the Proposal Manager and Innovations team, as required, including developing the first draft of the requirements driven outline, contributing to proposal reviews and development, and providing guidance to the team
  • Assess and continually update competitor capabilities, performs analysis of competitor strengths, weakness, opportunities, and threats (SWOT), and conduct team gap analysis
  • Prepare NDA/TA requests and provides to Contracts for execution prior to any details discussions with outside companies or personnel
  • Establish meaningful teaming selection criteria and justification and work with Business developer to establish the winning team
  • Negotiate role and workshare with teammates, including teaming/consultant justifications
  • Prepare teaming Statements of Work (SOW) (Exhibit A) and works with Contracts to negotiate teaming arrangements
  • Lead and motivate internal Capture team, shares updates in a timely manner, and provides ongoing feedback on contributions
  • Schedule and facilitate team status meetings (capture meetings), assign and manage action items to completion
  • Identify potential capture risks, as well as, develops avoidance and alternate risk mitigation strategies
  • Organizes and assigns responsibilities to subordinates, as applicable, and oversees the successful completion of all assigned tasks.
  • Review, research, and edit information for preparation of management, approach, technical approach and past performance volumes
  • Interface with writers, illustrators, word processors, and subject matter experts in coordinating/preparing assigned sections for color reviews
  • Write, edit, and proofread proposal materials in response to client requests and requirements while meeting established schedules and deadlines
  • Participate in the creation of multi-media presentations and demonstrations
  • Participate in special projects as required


  • Manages and maintains interface with the senior levels of the customer’s organization and internal.
  • Provide leadership and directional support in the areas of capture and proposal management to include guiding team to develop long-term and short-term plans.
  • Detail orientation and ability to manage large numbers of individuals with actions to completion
  • Experience and expertise in providing insight and actionable input during proposal color team reviews
  • Source and evaluate opportunities to meet the strategic goals of the organization.

  • Ability to both work independently and function effectively as a leader of a team
  • Ability to grasp new concepts quickly
  • Excellent time management and organization skills, handling multiple simultaneous projects with stringent deadlines

Experience Requirements:

  • Bachelor’s Degree
  • 3+ years managing complex captures in the Federal IT services market with a track record of wins
  • 5+ years of related experience in Federal Business Development and Capture
  • 7-10 years professional experience
