    Sevatec, Inc. is seeking a talented Instructional Systems Designer (ISD)/Section 508 Compliance Specialist to add to their dynamic team in the Washington, DC metropolitan area supporting a Federal Government contract. The ISD/Section 508 candidate will support online content development initiatives and ensure that all content meets the Client Agency’s 508 Compliance requirements. In this capacity, the candidate will be flexible and able to prioritize tasks to ensure client needs are achieved.

    Responsibilities

    Instruction Systems Designer responsibilities include: 

    • Provide technical expertise and management for standards and process development across the DHS enterprise level.
    • Provide content administration to support evaluation, configuration, functional and compliance testing, troubleshooting, and release management across a Learning Management System (LMS) for enterprise learning content.
    • Support all phases of the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) process for courseware and learning solutions development.
    • Support the creation of online Surveys using Kirkpatrick’s Levels of Evaluation.
    • Create LMS-compatible content in SCORM format using HTML 4 for limited content distribution and HTML 5 for enterprise content distribution.
    • Providing troubleshooting, issues resolution, and development support for DHS courseware.
    • Perform and document functional and compliance testing for enterprise content on a Learning Management System (LMS).
    • Coordinate with DHS Components to resolve issues with enterprise content.
    • Identify DHS online course materials that need revision/updates and recommend appropriate remedial action.
    • Provide consulting and technical support for DHS enterprise content courseware.
    • Develop 508, SCORM and AICC compliant online and mobile coureseware. 

     

    508 Compliance Specialist responsibilities include:

    • Complete and pass the series of DHS Trusted Tester certificates including the Certification Exam.
    • Coordinate with both the Office of Accessible Systems and Technology (OAST) and Learning Technology & Innovation (LTI) Division to support Section 508 accessibility testing for custom, commercial off-the-shelf (COTS), government off-the-shelf (GOTS), other learning technologies and content.
    • Follow the DHS Section 508 Application Test Process that is based on the interagency Harmonized Processes for Section 508 Testing: Baseline Tests for Software & Web Accessibility to test and evaluate courseware, other learning technologies, and content.
    • Perform testing support of all courseware, other learning technologies, and content produced for LMS to ensure Section 508 compliance.
    • Use the 4.0 DHS Section 508 Application Test Process for accessibility testing of both Web and Software Applications.
    • Manage, track, and report Section 508 application test results in the Accessibility Compliance Management System (ACMS).
    • Provide consultative support to content owners as needed in developing remediation plans to resolve Section 508 issues. 

    Qualifications

    • Bachelor’s degree required.
    • Minimum of 8-15 years’ professional experience in instructional systems design including developing and implementing standard ISD processes in multiple delivery types (synchronous and asynchronous, web-based, and mobile learning).
    • Proficiency in Blooms Taxonomy, Kirkpatrick’s Levels of Evaluation, and creating online surveys.
    • Proficiency in MS Suite.
    • Proficiency in 508 compliance and SCORM.
    • Proficiency and advanced skills in Adobe Suite, Articulate/Storyline.
    • Working knowledge of LMS functions.
    • Working knowledge of HTML4/HTML5, CSS, and JavaScript.
    • Working knowledge of WAT Toolbar, ARIA, Object Inspect, and other accessibility evaluation tools.
    • DHS Trusted Tester certification (minimum certified trusted Tester V3 or V4 and shall obtain Trusted Tester V5 certification within ninety business days of Trusted Tester V5 certification release by the DHS Office of Accessible Systems and Technology and that for the remainder of the period of performance candidate shall maintain up to date Trusted Tester certification when updates are released).
