    The Senior Program Manager is a high-profile position as Sevatec’s onsite point of contact responsible for leading the day-to-day contract, ensuring delivery of the technical scope occurs within budget, schedule and quality requirements. Agile expertise is critical for the overall implementation and success of Agile program management. The Program Manager shall demonstrate full understanding of Agile Project Management and provide necessary Agile coaching and mentoring for team members. Inherent in this role is the ability to build relationships with all external stakeholders and inspire the 40+ person team of employees and subcontractors to achieve all program objectives in a dynamic environment. 

    Responsibilities

    • Manage all contractor resources and supervise all contractor staff in the performance of work on this contract.
    • Ensure team is fully staffed with appropriate skillset per labor category (LCAT) as defined in the Management Plan.
    • Establish a communication plan that provides effective, consistent, and clear communication to all key stakeholders such as customer, Application Development Division (ADD), CO, COR, project team, and other contract teams.
    • Use vehicles for transparency, such as the Agile Application Lifecycle Management (ALM) tool and shall maintain the tool(s) with data so that reports and charts can be generated, as needed.
    • Coordinate with government program management office (PMO) to ensure alignment with ADD Agile practices and standardized processes.
    • Develop a Quality Management Plan (QMP) outlining how proposed performance standards will be monitored, evaluated, and reported. The purpose of the QMP is to provide evaluators with an understanding of how measures and metrics will be applied based on the proposed technical solution.
    • Ensure development-related activities and application support-related activities are in accordance with the contractor’s QMP.
    • Work with government staff to effectively manage, mitigate, and resolve risks and issues.
    • Ensure timely submission of contract deliverables such as status reports and monthly, cumulative key performance metrics (KPIs) reports.
    • Lead a staff of 40+ in the day to day operations of an organization to include financial management, program documentation, project management, deployment, scheduling, and test and evaluation of security detection equipment.
    • Monitors, evaluates, and coordinates activities of project personnel ensuring project progresses on schedule and within prescribed budget.
    • Encourages and facilitates team cooperation and promotes collaboration between team members and across organization to achieve project goals and deliverables.
    • Works collaboratively with client to assess needs, provides assistance, resolves problems, manage and meet expectations and is committed to providing quality products and services.

    Qualifications

    • Bachelor’s degree and 15 or more years’ experience managing large, complex programs with 5 or more years Agile experience
    • The Program Manager shall demonstrate full understanding of Agile Project Management and provide necessary Agile coaching and mentoring for team members.
    • Project Management Professional (PMP) Certified.
    • Delivery of Agile application development, software maintenance and enhancements solutions to federal government agencies.
    • Experience working with multiple stakeholders in a government contracting environment and managing competing priorities.
    • Experience applying and promoting innovative and leading-edge programs and activities that cost-effectively manage risk and enhance the security of mission critical applications.
    • Experience developing strategic plans to help execute customer mission requirements.
    • Experience developing and delivering senior level briefs/presentations to customers.
    • Excellent written and verbal communication skills.
    • Experience supporting and assisting customers in managing acquisition life-cycle activities.

    Desired Skills and Experience:

    • Experience working in a DevOps environment.
    • PMI Agile Certified Practitioner (ACP)

     

    Security Clearance:  Must be a US Citizen and able to obtain a Government Agency Suitability.
