    The Senior Program Manager is a high-profile position as Sevatec’s onsite point of contact responsible for leading the day-to-day contract, ensuring delivery of the technical scope occurs within budget, schedule and quality requirements. The Senior Program Manager will lead a key Federal Highways contract.  This program supports mission-critical applications and nationwide IT infrastructure.  The position is located in Washington, DC and reports directly to our DOT Customer Success Account Manager. Inherent in this role is the ability to build relationships with all external stakeholders and inspire the 70+ person team of employees and subcontractors to achieve all program objectives in a dynamic environment

     

    Responsibilities

    • Manages to project triple constraint: scope, cost and schedule to include resource allocation and utilization.
    • Lead a staff of in the day to day operations of an organization to include financial management, program documentation, project management, deployment, scheduling, and test and evaluation of software devleopment efforts.
    • Implements existing technology and/or new functionality through the application of Agile and DevOps methodologies.
    • Confers with project staff to outline work plans and to assign duties, responsibilities, and scope of authority.
    • Monitors, evaluates, and coordinates activities of project personnel ensuring project progresses on schedule and within prescribed budget.
    • Encourages and facilitates team cooperation and promotes collaboration between team members and across organization to achieve project goals and deliverables.
    • Reviews status reports prepared by project personnel and modifies schedules or plans as required.
    • Works collaboratively with client to assess needs, provides assistance, resolves problems, manage and meet expectations and is committed to providing quality products and services.
    • Prepares project reports for management, client and others to include: preparing, monitoring a project budget, generate status reports and progress against budgets and milestones.
    • Works internally in coordination finance personnel and accounting systems to meet organizational financial and strategic goals.
    • Develops and maintains a strong client relationship through interactions with client personnel.
    • Recognizes and communicates opportunities to sell "add-on" work to clients.

     

    Qualifications

    • Bachelor’s degree in Computer Science, Engineering, Business or related fields.
    • Minimum of 15 years of related experience. 
    • Project Management Professional (PMP) Certified.
    • Experience supervising or leading a project team of at least fifty (50) individuals required. 
    • Delivery of Agile application development, software maintenance and enhancements solutions to federal government agencies.
    • Experience managing a portfolio of projects and software applications that utilize technologies such as .NET, java and Oracle databases.
    • Experience working with multiple stakeholders in a government contracting environment and managing competing priorities.
    • Experience applying and promoting innovative and leading-edge programs and activities that cost-effectively manage risk and enhance the security of mission critical applications.
    • Experience developing strategic plans to help execute customer mission requirements. Experience developing and delivering senior level briefs/presentations to customers and excutive corporate leadership.
    • Excellent written and verbal communication skills.
    • Experience supporting and assisting customers in managing acquisition life-cycle activities.

    Desired Skills and Experience:

    • Experience working in a DevOps environment.
    • Experience leading transition efforts from Waterfall to Agile development methodolgies and implementing DevOps automation capability.
    • Agile certification(s) such as Certified Scrum Master.
    • Information Technology Infrastructure Library (ITIL) Certified.

    Security Clearance:  Must be a US Citizen or Permanent Resident and able to obtain a Government Agency Public Trust.
