    Sevatec, Inc. is looking for a talented junior Java Developer to add to their dynamic team supporting the Electronic Questionnaires for Investigations Processing system (e-QIP), Personnel Investigation Processing System (PIPS), Imaging and Central Verification System (CVS)- all this combined makes EPIC. Application Operations, Enhancements, Maintenance and Integration Support Services. 

     

    The successful candidate will have experience working on an Agile team (Scrum/Kanban) in the design, development, enhancement, debugging, and implementation of software applications using JAVA/J2EE/Spring, Oracle/MongoDB, and Web Services. Basic understanding of Agile and DevOps process and tools is a plus for this position.

     

    Office Supported:  U.S. Office of Personnel Management (OPM), National Background Investigations Bureau (NBIB), and Information Technology Program Management Office (ITPMO).

     

    Background: OPM/NBIB/ITPMO provides technical support for background investigations of federal employees and contractors as a basis for making security clearance, suitability, or fitness determinations as required. As part of its Electronic Clearance (e-Clearance) initiative, OPM Imaging System (OPIS) was created to integrate document management and imaging into the PIPS workflow and investigations tracking system. OPM requires applications operations, administration, maintenance, integration, and enhancement services to support the agency’s EPIC Support Branch Application Systems.

     

     

    Responsibilities

    Primary tasks all positions have the potential to support are:

     

    Task 1 (CLIN 001) Application Integration, Enhancements, Maintenance and Customization (Specific tools are in the job reqs)

    Full applications analysis, design, development, testing, configuration management, customization, integration support for COTS products and maintenance using the OPM IT Systems Manager development life cycle methodology. Develop Imaging components, Web Server components, component interfaces using COTS APIs, IBM MQ Series interfaces, Database components (Oracle PL/SQL, Microsoft SQL), Service Oriented Architecture (SOA) components, Sterling Commerce Connect Direct Interfaces.

     

    Maintenance consists of on-going EPIC SUPPORT to Application Systems Group. Design, development, testing of enhancements to the existing core applications to augment or correct functionality. Production and UAT deployments are handled via the Network Management System Administrators following detailed documented instructions from the EPIC Support Staff. We are responsible to provide these instructions for the software installations. o Maintenance is break/fix and patches to existing systems.

    o Enhancements are new business requirements requiring new requirements and development.

     

    Task 2 (CLIN 002) Application Administration Support (specific tools required are in the job reqs)

    Provide on-going support for the administration of the core system applications and perform operational tasks such as monitoring system resources and perform routine maintenance tasks in support of 24x7 life cycle applications. On call is required for technicians under this requirement. Work may require multiple shifts to include day, evening, and night shifts.

    EPIC SUPPORT conducts enhancements, and integration work following a Contractor full review of the as-is software build design. The Contractor then provides their recommendations for technical changes and works with CIO/NBIB ITPMO/EPIC SUPPORT designated Project Manager (PM) on recommendations and design improvements. This includes providing administration services as well as developing specialized training and Standard Operating Procedures (SOPs) based on requirements for COTS products as well as custom applications.

     

    Will be part of EPIC Support Administrative team that provides application administration providing support to production operations and administering large scale mission critical application systems.

     

    • Experience working on the following applications: Commit Monitor, eDelivery, Index Updater, Document Import Service, Document Conversion Service, Document Import Web, eFR, eQIP Document Conversion Service, IVT, Retention Web Services, Retirement, Oliver
    • Develop and provide all documentation relating to any work performed, and adhere to both internal programming documentation and external documentation standards in the form of documentation booklets and/or online methods of documentation.
    • Resolves problems with software and responds to suggestions for improvements and enhancements. Acts as team member on projects.
    • Participates in development of software user manuals.

    Qualifications

    • 1-3 years’ experience building and maintaining software applications
    • JAVA/J2EE/Spring, Oracle database, Web Services and BPMS tools (such as Appian
    • Experience in developing code, testing, and debugging new software or enhancements to existing software.

    • Experience as part of an Agile development team (Scrum/Kanban) desired.

    Security Clearance:  Must be US Citizen. Potential candidates cannot start on contract until background investigation for Public Trust clearance level has been completed by OPM.
